TEN (Tiered Engagement Network)
Food Bank For New York City has a robust network that includes more than 850
member programs. Each one has different capacities and all have the potential
to work together to meet the needs of their community, given the right
TEN links member programs—each playing different roles in
providing services—to refer clients to each other and together
provide a full range of needed benefits, from emergency food to SNAP
benefits (food stamps) to income tax
assistance and more. Because clients have an established and trusted
relationship with their local emergency
food provider, odds are they’ll be receptive to the outreach and follow
with the referral.
All sites, regardless
of their role, receive training, materials and technical assistance from the
Food Bank; member agencies that refer their clients using the TEN Tracker
receive food grants to help them meet increased demand. Based on the role
they play, programs receive grants to pay for computers and related technology,
staff, and other operational support. We also work with each neighborhood
network to incorporate involvement from other community institutions, such as
schools and hospitals.
How TEN Works
Over the last year, TEN has expanded from over 200 participating organizations to over 478. Through this award-winning program,
Food Bank has helped organizations citywide submit over 1,000 referrals
a month for over 180 different benefits and services such as SNAP,
workforce, and health programs.

- but not anymore. TEN links agencies in the same neighborhood to one
another with the TEN Tracker, an easy-to-use database that tracks referral
outcomes. TEN also connects agencies with local partners who help clients
access benefits in their own communities, without ever having to go into
